Sixteen autonomous vehicle company leaders sign letter to Senate Commerce Committee Chairman
WASHINGTON, D.C. — The Autonomous Vehicle Industry Association (AVIA) today announced that sixteen chief executive officers of autonomous vehicle companies sent a letter to Senate Commerce Committee Chairman Ted Cruz urging Congress to establish a federal autonomous vehicle framework as part of the upcoming surface transportation reauthorization legislation.
The CEOs — representing Aurora, Avride, Bot Auto, Gatik, Kodiak, MOIA, Nuro, PlusAI, Rivian, Stack AV, Torc, Volvo Autonomous Solutions, Volvo Cars, Waabi, Waymo, and Zoox — praised Chairman Cruz's recent Commerce Committee hearing on federal AV policy and his call for Congress to create a national AV standard.
“As you and members of the Committee develop policies for the upcoming surface transportation reauthorization legislation, we strongly encourage you to prioritize federal autonomous vehicle policy. A clear federal framework would provide regulatory certainty, promote interstate commerce, and help the U.S. continue to lead the world in transportation innovation,” the executives wrote.
The letter highlights Texas as a national leader in AV policy, citing the state's clear statutory authority, industry-agency collaboration, and strong engagement with first responders and law enforcement. Texas updated its AV law in 2025, and the CEOs noted that a federal framework reflecting Texas's approach could solidify the state's position as a national hub for AV development and investment.
The letter specifically highlights AVIA's Securing American Leadership in Autonomous Vehicles framework as a model for federal legislation.
